There is the federal no-call list. But as near as I can tell, there is zero enforcement. They need to give that a lot of teeth. Harder to enforce overseas (though we could extradite the miscreants, if we have an extradition treaty).

Google is actually really good at screening calls on my cellphone. Very few bad calls get through, and very few good calls get dropped.
