This is a lie on so many levels. You have to be lying because you have been corrected numerous times and still repeat it.
Obama did not pay Iran. As part of the Iran Agreement, Iran's banking assets that were frozen were released. It was their own money.
Also, it did not codify Iran having the ability to make nukes. It did the opposite. It made sure they never had the ability to enrich uranium to a level that was high enough to make a nuclear bomb. It also had a very rugged system of oversite to insure this.
