In Tioga County, where President Donald Trump won 75 percent of the vote in 2024, farmers are losing patience with the White House’s promise of a quick solution for farm workers. Their urgent need is highlighted by stories like those of a multigenerational dairy farm that sold off all its dairy cows because the owner could not find workers and another where a farmer’s job listings have received no responses.
Farmers in the rural region near the New York border say those stories are not unique.
“The whole thing is screwed up,” said John Painter, a three-time Trump voter who runs an organic dairy farm in Westfield. “We need people to do the jobs Americans are too spoiled to do.” SNIP

If management closes the plant, are the workers really worse off? If the pay and treatment was really bad, they would have quit and gone to work elsewhere, anyway. There are companies known as "swinging doors" because, no matter how bad the economy is, they are always looking for new hires, because they can't retain anyone.

Realistically, with Mexican production workers paid a fraction what USians are paid, for the same work, there is no amount of pay cut the USians could have taken, to be competitive with Mexican labor, and still make enough to live.
I have told the story before, about the appliance plant in Greenville, MI, that was bought by Electrolux. Electrolux demanded the union workers take a pay cut, or production would be moved to Mexico. The workers took the pay cut Electrolux demanded. After a couple years working for short pay, Electrolux finished making it's plans, and moved production to Mexico anyway.

Very true, but you seem to think that counters the union gambit, it doesn't. The contractor was paying the going rate for Southern California, and may have had some illegals working too. The Unionization effort caused the Japanese concern, they came down and looked at the contractor's operation, and decided to move the operation to Mexico. Back then in Mexico, if you had employee disputes, you didn't have to go to Mexican courts, you could go to international courts and bypass the bribe system.
If you add in a Union in the US, there's an extra layer of management you add in to deal with the Union. Mexico got better at turning out quality goods also. The Japanese were using a USian contractor to get past some problems and decided to deal with Mexico where the only problem is quality control.

The problem I had was the specifics of how the Bush program would have worked, making the migrants the equivalent of indentured servants. Each person had to have a job lined up, before entry to the US, so the program would only help "JCs" who had the means to have a recruiting office in Mexico. The person was then stuck with that employer, for the duration of his work visa, no batter how badly he was treated. If he left the job that he was allowed in to work, he would be immediately deported.
But the problem the MAGA crowd would have was the people would still be brown.
