I agree that doing this again in 45 days is stupid.

However, that is how politics is done (i.e. the horse trading you depicted). Ever since earmarks were eliminated, there has been little room to negotiate things. So people just start voting "no" on a partisan basis. Albaby explained that on TMF. I abhorred earmarks, but evidently they were the grease that got things done. I still hate the idea of earmarks, but maybe we need to bring them back.
