Andy is apparently unaware of the Constitution amendment process.

More likely he knows the process and is just attempting to kiss the ring.

Being dead I think disqualifies the deceased since he cannot take the oath of office short of a weekend at Bernies scenario.

Dang it. And I was going to suggest recruiting Carter to try for another term. (Although he wouldn't need the change to 3 terms.)
