Tribal, yes. Ungovernable - not at all. It would still be a democratic republic with all the messiness that entails.
The enforced order of an autocracy might look appealing on the outside, but it's nothing more than one group of people oppressing another. It's a civil war (not some war of words, but an actual fighting war with guns and savagery and death) waiting to happen. It would be a worse place to live than our messy democracy.
