Oh, and for those of you screaming about this, I'll assume that you believe the Gazans need $50 million for condoms.

Whether they do or not doesn't make it smart or sound policy to try to address it through a global freeze on Federal assistance programs in a poorly worded two-page memo, rather than (say) including that program on a specific list of programs that the Administration has decided to pause.
