Yes, it is illegal. With actual penalties.

It's also illegal to kill someone. That doesn't stop it from happening, but it's punishable. There (so far) has been no evidence that any significant voter fraud or ineligible voters has occurred beyond onesy-twosy votes. Not enough to affect an election.

But, by all means...give every citizen a free ID, and then require that ID to vote. In that order. I'd be all for it, as most people would.
