Reconcile 2 million arrests with open borders, please. - Commonone

Catch and Release.

Catch = arrest and hold long enough to issue a cell phone, assign a court date, and provide a plane ticket to the interior of the country.

And

Release = the immigrant hardly ever shows up for court date.

The release part is what makes the borders, for all practical purposes, open.
