Again, it's unlikely to be persuasive because our capacity to process these applications is entirely within our own control. We don't have to underfund and understaff our immigration courts - or even have these thing go to immigration judges rather than administrative panels.

Processing is easy. Housing, feeding, educating and health care are another thing. New York again:
