Who's in charge is very relevant.

However, some of the literature says it is already too late. We've passed the tipping point, and it's all gonna melt. Some others say we're not quite there, yet. Unfortunately, climate change is not a winning issue. Campaign on that and you will lose. And you have to win elections to influence what government does. As the Dems are experiencing right now.
