Worksheet 4-1. Capital Loss Carryover Worksheet
Use this worksheet to figure your capital loss carryovers from 2023 to 2024 if Schedule D (Form 1040), line 21, is a loss and (a) that loss is a smaller loss than the loss on Schedule D (Form 1040), line 16 ,or (b) if the amount on your 2024 Form 1040, line 15 , would be less than zero if you could enter a negative amount "on that line." Otherwise, you do not have any carryovers.

My question is regarding the ending words, "on that line"; namely, to what line is that prepositional phrase referring?
