He is leveraging a base that started development in Nixon's "southern strategy", after Nixon saw how well Wallace polled in 68.

Reagan's rhetoric dripped racist dog whistles.

Rush, then Fox Noise, nurtured the bigot base.

I maintain that Trump's dalliance with the birthers was market research, to see if an openly racist campaign could get traction. Clearly, his takeaway was "yes". His actions are keyed to appeal to that straight, white, Christian, bigot, base.
