Won't arbitrage keep the prices reasonably in-line?

There are some (mainly Chinese - the example I recall was a Chinese AI / internet stock) stocks where arbitrage isn't possible and so the 'Western' / US price is significantly higher than the local quote, however I suspect the response is to avoid these stocks. Mostly though the international quote is reasonably in-line with the US one due to arbitrage (at least when I last looked personally at some examples).
