Unless something has changed, anyone from Cuba is automatically granted asylum if they come here. Usually by boat, but it makes more sense to come by land. Make-shift boats are dangerous, and the USCG is very efficient at stopping interlopers.

As albaby says, given the constraints within current law, there's really not a lot that can be done. The law has to be changed, and Congress has to do it.
