an alarming marker of embedded kleptocracy is the trickle-down corruption to much of society.
it can advance to the point where it is unlikely the economy can function at all w/out it. (see russia, iran, etc...)

while advance notice of ever-changing rules and policies are confined to benefit insiders near the top, downstream impacts can also become normalized.

are you a customs agent and don't know what today's rules are? $500 should fix the clearance.
off-white shopper in a hispanic grocery store? another $500 should eliminate the need to hold you in jail during ICE vetting.
