That is simply not the case. These agencies are still in existence. You could argue "impacted" with some credibility but "abandoned" is an obvious inflammatory, headline grabbing exaggeration.

And your incomplete "the health of world" sentiment is provacative. I hope you were not about to postulate that the Taxpayers of USA are responsible for the health of the entire world population.
