I have no doubt that they'll use NSPM-7 to bring terror-related charges, but those will be subject to the usual rules of criminal procedures and Fourth Amendment requirements.

If they can't establish "terrorist tribunals" that are as big a kangaroo court as the "Military commissions" at GITMO, they can harass people to make their life miserable. Put them on a variety of watch lists, so they can't take an airline flight, or their financial transactions are obstructed, or their employer is told they are being investigated as a "terrorist", in case their boss would like to do something. People are losing their jobs due to unofficial pressure on their bosses for their objecting to Israel's genocide in Gaza. Imagine the impact if that pressure on employers came from official government agencies, citing "terrorist" proclivities of the employee in question, especially if the company has contracts with the government. "Sorry Mr JC. We need to cancel our contract with you, due to the questionable person you have on the payroll". That puts us back to the Red Scare days of the 50s, when people had to mount years long libel actions, to get themselves off of a blacklist, so they could work.
