I've only seen videos that start with the car in the road. Blocking a road for a short period of time is probably not a crime. Failing to leave the car is probably not a crime, either (most states have a "failure to comply with a lawful order statute, but Minnesota's is rather narrowly drafted and wouldn't cover this situation).
That would leave forcible interference with a federal officer under 18 USC 111, which applies to a person who:
