The "secret" is that Medipap HD G gives the for-profit insurance company a much smaller pot of money to skim from.
I got a letter from my Medigap insurer back in August saying that they weren't going to charge me a premium that month because they'd run afoul of the CMS regulation that at least 65% of premiums collected be spent on actual medical care for policyholders instead of "skim, scam and fraud". (35% of my $576 annual premium is just $201.)
In 2026, CMS paid an average of $16,242 per beneficiary to for-profit insurers for Medicare Advantage. And they're allowed to skim-off up to 15% or $2,436 before anything gets rebated back to CMS.
It's not surprising that United Health Care gave a $9 Billion bribe to AARP to promote this nonsense.
