Mr. Trump issued an order directing the Justice Department to prosecute protesters who burn the American flag “to the maximum extent permitted.” But the order itself acknowledges that burning a flag is usually considered speech that, according to the Supreme Court, is protected by the First Amendment.

It is for manipulating the MAGAs.
