Therefore, we should be overly cautious of electing a president who thinks it would be a good idea to use the power of government for, say, retribution.

If it is available to Trump he will use it, retribution seems to be something he believes in. We can count on some of that, don't know how much. I don't think he's even concerned about a legacy, just getting out of his lawsuits, getting pardoned, then he can curry whatever favors he wants. He's virtually home free. He seems to love classified documents, so give him some phony classified documents and set him out to pasture, he us waaaay beyond his expiration date, you need some fresh blood.
