You're talking about a rounding error in terms of cost. Less than a rounding error.

The military is made up of people. Just like any other company or organization. It's a nice diversion to have some event, or decorating, or whatever, for Valentine's Day, Black History month, Halloween, etc. Whether you work for Intel, or the Navy.

Why not worry about something important, because this just ain't it. You will never make a nick, much less a dent, in the budget deficit worrying about this kind of thing. It's a distraction. A shiny thing. "Squirrel!!"
