I read above that the USPS has to make a regulation about this. I read elsewhere that SCOTUS is waiting to rule on that regulation. It may be that if they time it right SCOTUS won't have time to rule on the regulation (shadow docket aside), and that's the hopeful plan, but I see staying the injunctions as signaling they'd be in favor of the reg anyway, even if it does appear to be blackmail to get data. Maybe I'm reading too much into it.
