Apparently the compromise would give POTUS that power. Biden says he will use it. But even if you don't believe him, that power would still be there for a future POTUS. If Trump were to win, you know he would use it. In fact he asked for such powers in 2017.

Easy to agree with at a high level, but its attractiveness depends entirely on what sort of triggers and limits are placed on that authority.

Also it depends on what other odious provisions and mandates are packaged with it.

I don't mind, and actually prefer, letting a turd slip through my fingers...
