It’s the Chinese Coast Guard doing the ramming and the fire hosing of Filipino ships so this is a response that matches that.

The US is interested in promoting International Maritime law. The Coast guard has arrest, boarding, and searching the ship and manifest review authority in the US, and I know in some other parts of the world they have that authority and suppose it's by treaty or other agreement. They also do search and rescue.

The Navy would not be one to train local coast guards as that isn't their area of expertise.
