debates regarding feasibility of tariffs and port fees :

~100 trump exec orders on tariffs...many tens of thousands of impacted rules, all nation specific.
Escalating daily\weekly changes in exemptions.
Guaranteed delays and reversals.
Best logistic brokers unable to keep updated software to rules-of-today. (needed to contract future capacity)
Effectively zero 1-on-1 negotiations have durable new terms.
No sign resources scaling up inspection and enforcement of tariffs; more likely reduced in doge-like cuts.

result : traders may be more at risk attempting to smuggle than to get caught on rule violations (?)

seems solid points this is theater for bribes.
