Why haven't we heard about this before, and why isn't Trump now being charged with this apparent crime?

Just looking at the titles of various documents, it looks like this person filed the case and the judge dismissed it because it failed to identify the civil rights claim. Further mailings to the person were returned because of a bad address. There's also a filing that I think is related to being poor and unable to afford something. My legal latin isn't good enough to know exactly what that filing is.

I can think of several scenarios here.

It could be legit, Katie could really be poor and uneducated and didn't know how to properly file and follow through with her case.

It could be legit, and Katie was found and quietly paid off, letting the case get dropped for failing to follow through.

It could be a scam, looking for a quick payday - which may or may not have worked. The filings don't tell us.

It could be a scam, a completely fake accusation intended to sully a reputation before the 2016 election.

We'll never really know unless someone can find this Katie. But that's probably why Trump hasn't been charged with anything. There's simply no evidence to base the charge on. The court filing is nothing more than an accusation with no evidence. The evidence would be presented later in court to prove the accusation.
