As far as Trump goes, it appears that this is (sadly) something that stems directly from his personality - or managerial style, if you prefer. He likes big bold gestures and wants things done immediately without a lot of hemming and hawing. That's the kind way of putting it - you could also say he's impatient and lazy, and doesn't want to put in a lot of work sweating the details.

There were a lot of people who were charged/convicted in connection with J6. It would have taken a lot of time and effort to carefully vet them. It appears that he just didn't want to do that (or have it done) - he wanted to do his pardons immediately, so rather than wait to figure out who shouldn't get a pardon he just pardoned them all (note: some weren't pardons but commutations/clemency, but I'm oversimplifying for convenience).

That's just who he is, and who he'll be, as President. We're seeing it all over his EO's. His management style is not cautious or deliberate, and he's not the sort who wants to wait for study or analysis or what "experts" might think of his plans. That's going to cause his Administration some problems in the courts for some of his policy efforts....and it might cause all of us some problems as he makes moves that affect the economy, like setting tariff levels.
