I don't understand what the legal basis is for extorting 15% of sales of some types of chips to China.

The rationale is not too hard to understand. Supposedly, the sales to be permitted are of an older/previous chip--not the most current "hot" chip. So, this would be sales that would otherwise not be allowed to happen (per the US govt). Of course, that means the now-permitted chip sales *would/could* be used against the US (in weapons, etc). So Spankee's idiocy is on public display for all to see. He is willing to sacrifice US security for personal political gain. His expectation is nothing will happen--at least, NOT WHILE HE IS IN OFFICE. Once he is out, he doesn't give a crap. It is then somebody else's problem.
