Yes. There are people who bought houses in OK areas, never moved, and the area declined. Now the area is bad and they are elderly. "Straining the services", means that food banks and all the homeless assistance isn't there and the city can't cope until the taxes catch up. The businesses might be located just outside the city limits. The state government should help. I sympathize with those people.

Nothing ever stays the same. When I went house hunting I looked in every area, got to know the bad areas - and would get out and look. My wife wouldn't get out of the car. Areas go bad, and the residents will tell you if you ask.
