The Puerto Rico official probably violated his oath of office by handing over those machines, without even being presented with a warrant.

iirc, when asked if he would respect the result of the 2020 vote, Trump the God answered "I'll need to take a look at it". Since then, the regime *has* seized voting records and machines, sometimes, without a warrant. The probability of his obstructing the election, in areas where he does not like the result, is non-zero.
