Good, I don't mind at all giving Biden credit for getting the ball rolling. A good thing was accomplished.
The point of my post was to show that Medicare fraud does not necessarily involve medicare recipients. It seems that the debate was settling into deciding the issue on the sole basis of the effectiveness of individual assessment, which I agree is difficult to do effectively on a large scale.
You can't filter out the deserving and undeserving from each other, because the process of making that kind of individualized assessment is not only itself very expensive, but also ends up throwing tons of deserving people off the program. - albaby
