It's a matter of semantic. Using an expansive but plausible definition of "terrorist," and under the assumption that she drove intentionally with an SUV at the LEO (at the apparent behest of "Becca" DRIVE BABY DRIVE), if not specifically to injure him, but at the least, to scare him into jumping out of the way--yes, she could be considered a terrorist.
