Notice, the quirk is that US intelligence agencies would be *required* to share everything with Israel. Something could only be held back from Israel by explicit Presidential intervention, on a case by case basis. Translation: the US intelligence apparatus works for Israel. As the Israelis will see everything from the US intelligence apparatus, they will certainly tell the US any time they see something they don't agree with, and the US assessment will be "corrected" to align with Israel's assessment. This bill was reported out of committee, and is on the calendar for consideration by the full Senate.
