The Navy isn't big enough.

The Russian shadow fleet is said to number about 1000, give or take. Yes, much more numerous than the number of DDs that the USN has. But we are talking PROFIT!!! Keep those "suckers and losers" who enlisted, running 24/7 grabbing tankers, so his nibs can make more PROFIT!!

Of course, the US could start issuing "letters of marque" again. Watch the hordes apply, to run their second hand frigates, grabbing Russian tankers, for prize money from the US.
