"Mental illness is responsible for a small portion of violent behavior, with estimates suggesting it contributes to approximately 4% of violence in the United States."

Fundamentally, the definition of mental incompetence is the ability to determine "right" from "wrong". If someone commits a crime, that is prima facie evidence they cannot make that distinction, so they are funny in the head.

fwiw, I have a neighbor who says all people convicted of a crime should be executed. He cites the recidivism rate for his position.

From Google's AI net sifter:

The U.S. recidivism rate for felons is high, with a 2018 Department of Justice study showing 68% rearrested within 3 years, 79% within 6 years, and 83% within 9 years of release from prison.

So, execute every criminal immediately upon conviction, prevents them committing another crime, and saves a lot of money (which could then be used to fund another tax cut for the "JCs")
/neighbor's theory of justice
