And why do reimbursements need to be so high in the US?

They don't need to be. But they are. Which means if you slash them, a lot of hospitals will face significant economic pressure, and they'll have to cut compensation to their employees and medical providers giving services there. Which will be very, very, very unpopular.

Administrative paper shuffling adds nothing to patient care.

Sure - but if you cut U.S. hospital administrative costs from current levels to those of the Netherlands (for example), you'd reduce annual health care expenditures by...$40 billion. Or roughly 0.7% of total U.S. health care spending.

The reason we spend so much on health care in our hospitals is because we spend so much on health care in our hospitals. Not because we spend so much on paper shuffling in the hospitals.
