That said, I believe we have had some limited tariffs on targeted nations for a long time. Often as part of sanctions, or to counter unfair trade practices, or the like. Those were authorized by CONGRESS. I'm sure some of those will remain in place under Dems.

If a Dem wins in 2028, and the Felon has refused to remove the tariffs, I predict (and you can note this for later gloating if I'm wrong) that the tariffs (and many of the BS executive orders) will be reversed within the first few weeks. Heck, I'd probably issue a blanket EO nullifying ALL of the Felon's EOs and tariffs. All of them. Day one (issuing an EO is easy).
