Of course...anyone who lives in either place will tell you that what's really going on are a drastic underreporting of crimes and fewer convictions.

That wouldn't be surprising. People generally don't have a good idea of what crime is actually like. They always think crime is worse than it used to be, and that it is worse than it is. Even during the longest, broadest, and deepest-sustained drop in U.S. crime rates in recent history, most people generally believed that crime had gotten worse:
