LEO's aren't allowed to use deadly force to stop a suspect from leaving the scene, much less for failing to follow instructions.

LEO's can use deadly force if they believe their lives are in danger -or- if a felony is being performed on them. Hitting someone with a car certainly qualifies.

This shooting will be investigated and there's maybe a 1% chance anything gets filed no matter how hard Ellison tries to warp it Minnesota's deadly force statutes are pretty clear.
