The encounter, and the image that quickly spread online of a senator being handcuffed in a hallway as a cabinet official held a news conference steps away, highlighted rising national tensions as politicians and others speak out against workplace raids and President Trump’s military deployments on U.S. soil.

It came as troops prepared to mobilize in several states, and as the spreading protests against the administration’s immigration crackdown showed no sign of slowing.
