Depends on how you define "meritocracy". There is the sort of "meritocracy" where people improve their station by hard work. Then there is the sort of "meritocracy" where the people who already have the most, are defined as the most meritorious, because they already have the most, so they are entitled to more. That has always been the underlying principle of "supply side economics": the rich are the one who know how best to use money, so policy should be to give them more money.
