Absolutely correct.
I was working for the federal government during the Reinventing Government Initiative and welcomed it. Any large organization can get top heavy and I could see this in the agency I was working for. And this initiative helped to trim out some of the middle management that was duplicative or not vital to the agency. Good!
And it worked! Cleared out some dead wood, saved money, improved efficiency.
But slowly over time the same top heavy management crept back in.
I'm not sure what the answer is, but I sure as hell know that it is NOT what DOGE/Musk/Trump are doing now. What they are doing is creating havoc and ruining good institutions. It's stupid. But that is the point. Destroy the government.
