This is just the SCOTUS doing the usual of ignoring commonsense English it finds inconvenient.
The EO requires the states to deliver voter information to the federal government and to stop delivering mail in ballots of those states that refuse. I bet if the next Democratic administration refuses to deliver any mail to states that refuse to pass restrictive gun laws, or states that refuse to pass climate laws, the SCOTUS will suddenly rule very differently.
This is just the SCOTUS being its usual partisan self.
