This is not my area of expertise, but I assumed that all of the law enforcement snipers would know exactly where all the other law enforcement snipers are stationed.

Sure you might think so. But if you’re one of those snipers are you going to take out somebody on a roof because they might be up to no good, or do you think “Well, I didn’t hear about that one, so I’ll watch…”

I can’t imagine shooting someone and then finding it it was someone in law enforcement and you didn’t hear about a last minute change because somebody belatedly found a different vantage point. At the instant he fires, of course, then you know. But by then, he’s already fired.
