Perhaps the admin is referring to migrants crossing, willingly, into the hands of waiting agents, hoping to 'get into the system.'
I know -first hand- that people are crossing by boat... and if they're still coming up by boat, you can be damned sure they're coming by foot and vehicle, avoiding detection... just like the good old days. Ladders and tunnels. Guarantdamntee it.

The runs that get caught/reported are proof they are not stopping. If we were 100% effective, the pangas would stop; they aren't stupid. But we aren't and they aren't stopping. Abandoned pangas don't get on our beaches by themselves. They aren't even newsworthy anymore unless migrants die in the process.
It's whackamole.
