No offense, but I had to check that out (i.e. tying tariffs to submission for statehood). I think the reference is to this:

He added that it "would make all tariffs, and everything else, totally disappear" if Canada were to join the US as a state.So it's not exactly a conditional to remove tariffs, but a side-effect of becoming a state. Perhaps a minor distinction, but we aren't conservative media, so we strive for accuracy.
And it would still need to be at least 10 states (if not 13). Not just one. I do think Canada should ramp-up the electricity tariff (or just cut it off). Don't give the Felon anything. It just encourages him to do worse.
