If he was in prole pandering mode, he would have signed the bipartisan housing bill

His stopping the housing bill goes hand in hand with trying to push the SAVE act through Congress. MAGA no doubt reads the SAVE act as preventing "illegals" and other non-white people, from voting.

Polls indicate that between 85% and 92% of Republicans support the Safeguard American Voter Eligibility (SAVE) Act. This legislation would require voters to provide documented proof of citizenship to register to vote in federal elections and require photo identification at the polls.

MAGA probably figures the SAVE Act would not impact them, because they are white. It would only prevent "others" from voting, which they see as a good thing.
