I hate drawing conclusions based on small data sets. That said,
It is unlikely due to immigration enforcement as immigrants commit crimes at a lower rate than US citizens. This is well documented.
I also doubt it is due to any particular policy position implement in NYC.
We are in a decades long decline in the crime rate, which this data is consistent with.
